The al-Rum verses, morning and evening

حَدَّثَنَا أَحْمَدُ بْنُ سَعِيدٍ الْهَمْدَانِيُّ، وَحَدَّثَنَا الرَّبِيعُ بْنُ سُلَيْمَانَ، قَالَ: حَدَّثَنَا ابْنُ وَهْبٍ، قَالَ: أَخْبَرَنِي اللَّيْثُ، عَنْ سَعِيدِ بْنِ بَشِيرٍ النَّجَّارِيِّ، عَنْ مُحَمَّدِ بْنِ عَبْدِ الرَّحْمَنِ الْبَيْلَمَانِيِّ، عَنْ أَبِيهِ، عَنِ ابْنِ عَبَّاسٍ، عَنْ رَسُولِ اللَّهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ أَنَّهُ قَالَ: «مَنْ قَالَ حِينَ يُصْبِحُ {فَسُبْحَانَ اللَّهِ حِينَ تُمْسُونَ وَحِينَ تُصْبِحُونَ * وَلَهُ الْحَمْدُ فِي السَّمَاوَاتِ وَالْأَرْضِ وَعَشِيًّا وَحِينَ تُظْهِرُونَ} إِلَى {وَكَذَلِكَ تُخْرَجُونَ} أَدْرَكَ مَا فَاتَهُ فِي يَوْمِهِ ذَلِكَ، وَمَنْ قَالَهُنَّ حِينَ يُمْسِي أَدْرَكَ مَا فَاتَهُ فِي لَيْلَتِهِ».
The Messenger of Allah (peace be upon him) said: “Whoever says in the morning {So glorify Allah when you reach the evening and when you reach the morning — and to Him belongs all praise in the heavens and the earth — and at night and when you reach the noon} up to {and thus will you be brought out}, he will attain what he missed that day; and whoever says them in the evening will attain what he missed that night.”

Acting on a weak report in fada’il al-a‘mal
Imam al-Nawawi writes in al-Adhkar: “The scholars among the hadith specialists, the jurists and others have said: it is permitted and encouraged to act, in matters of merit and of encouragement and warning, upon a weak hadith — so long as it is not fabricated (mawdu‘).” As for rulings such as the lawful and unlawful, sale, marriage and divorce, these may rest only on a sahih or hasan report.
The conditions Ibn ‘Allan states in al-Futuhat al-Rabbaniyya (1/84): (1) the report is neither fabricated nor severely weak; (2) it falls under an established general principle; and (3) when acting on it one does not hold it to be established from the Prophet (peace be upon him), but acts out of precaution.

Note: al-Albani ruled it “da‘if jiddan” (severely weak). By Ibn ‘Allan’s conditions, a severely weak report falls outside the allowance to act on a weak hadith in fada’il — the same as a fabricated one. The panel above is to be read together with its conditions, not apart from them.
